Government support for animal husbandry, storage and processing of agricultural products, aquaculture (fish farming)

З метою оперативного забезпечення потреб сектору безпеки та оборони в умовах введеного воєнного стану в Україні у зв’язку з військовою агресією РФ проти України, постановою Кабінету Міністрів України від 10 березня 2022 р. № 245 “Про спрямування коштів до резервного фонду державного бюджету” Уряд прийняв рішення скоротити видатки та надання кредитів загального фонду державного бюджету, що передбачені головним розпорядникам коштів державного бюджету Законом за бюджетними програмами, та, відповідно, збільшити видатки резервного фонду. З огляду на зазначене, у поточному році бюджетні кошти, які передбачалися Мінагрополітики для надання фінансової підтримки сільгосптоваровиробників за визначеними напрямами спрямовані до резервного фонду держбюджету. З огляду на зазначене у цьому році така підтримка здійснюватися не буде, у тому числі за напрямом фінансова підтримка заходів в агропромисловому комплексі шляхом здешевлення кредитів. В той же час для підтримки сільськогосподарських товаровиробників з метою забезпечення посівної кампанії, а також підтримки та активізації підприємницької діяльності у період дії воєнного стану Уряд вніс низку змін до Державної програми «Доступні кредити 5-7-9%». Зазначену Програму реалізує Фонд розвитку підприємництва. Так, Програма розширила можливості підтримки суб’єктів підприємництва – сільськогосподарських товаровиробників, передусім, для забезпечення фінансування ними посівних робіт

  • Amount of support / compensation
    • Subsidy for bee colonies: from 10 to 300 bee colonies - 200 hryvnias per bee colony, if more than 300 bee colonies - up to 60,000 hryvnias per recipient.
    • Compensation for the cost of facilities financed by bank loans - a loan for up to 5 years and up to UAH 500 million.
    • Partial reimbursement of the cost of breeding animals, bees, sperm and embryos is carried out on a non-refundable basis to businesses for purchased by them heifers, heifers, dairy cows, dairy-meat and meat products, pigs and boars, ewes, sheep, bright, goats, goats, goats, goats, bee packs, queen bees, semen of bulls and boars and cattle embryos in the period from October 1 of the previous year to September 30 of this year in the amount of up to 80% of the cost (excluding VAT), but not more than:
      • 1. for purchased in Ukraine breeding heifers, heifers, dairy cows, dairy-meat and meat products of domestic origin from breeding plants and breeding breeders or for imported in the import regime - 50,400 hryvnias per head; 2. for breeding pigs and boars purchased in Ukraine from breeding plants and breeding breeders or for imported in the import regime - 16,000 hryvnias per head; 3. for breeding ewes, rams purchased in Ukraine from breeding plants and breeding breeders or for imported in the import regime - 17,600 hryvnias per head; 4. for breeding kozemats, goats, goats, goats from breeding factories and breeding breeders purchased in Ukraine or for imported in the import regime - 17,600 hryvnias per head; 5. for bee hives purchased from breeding plants and beehives - 160 hryvnias per piece, bee packages - 800 hryvnias per piece; 6. for the identified semen of bulls purchased from enterprises (associations) for breeding in animal husbandry or for imported in the import regime (subject to inclusion of broodstock in the Catalog of dairy bulls, dairy and meat breeds / Catalog of bulls of meat breeds and types with a certain breeding value) - 160 hryvnias for one dose at the rate of not more than three doses per head of own uterine livestock for the period from October 1 of the previous year to September 30 of the current year or 480 hryvnias for one dose of sexed sperm at the rate of not more than one doses per head of own uterine livestock for the period from October 1 of the previous year to September 30 of the current year; 7. for boar semen purchased from enterprises (associations) for breeding in animal husbandry or for imported in the import regime, provided that the breeders are classified as breeders used for reproduction of the herd with the quality of sperm products not lower than class I, - 160 hryvnias for one dose at the rate of not more than five doses per one head of own uterine livestock for the period from October 1 of the previous year to September 30 of the current year; 8. for embryos of cattle - 800 hryvnias for one piece.
    • Partial reimbursement of facilities is provided to businesses on a non-refundable basis in the amount of up to 50% of the cost (excluding VAT), and agricultural cooperatives in the amount of up to 70% of the cost (excluding VAT), including the cost of equipment built and / or reconstructed and put into operation in November - December last year and January - October of the current year completed construction of facilities (queues and / or launch complexes) for keeping (breeding and breeding) of farm animals, poultry, aquaculture facilities (on fish farms), milking parlors, enterprises for processing agricultural products (in particular for the production of food products of meat, fish, dairy) and / or by-products of animal origin belonging to categories II and III
    • Partial reimbursement of the cost of storage and processing of grain is provided to agricultural producers - legal entities whose main activity is the supply of agricultural goods / services produced by them on their own or leased fixed assets, and the share of the value of agricultural goods / services is not less than 75% of the value of all goods supplied by them for the previous tax (reporting) year to newly formed agricultural producers who carry out economic activity for less than 12 calendar months, based on the results of each reporting period on a non-refundable basis up to 50% of value (excluding VAT) , including the cost of equipment built and / or reconstructed and put into operation in November - December last year and January - October this year completed construction of facilities (queues and / or start-up complexes), feed storage facilities, elevators, mechanized granaries, grain cleaning and grain cleaning and drying points.
    • Subsidy for the maintenance of goats and sheep is provided on a non-refundable basis to economic entities that own goats and sheep, for each available as of January 1 of this year identified and registered in the prescribed manner goat, goat, bright, ewes in the amount of 1,000 hryvnias for one head.
    • Subsidy for cow growth is provided on a non-refundable basis to economic entities that are legal entities and owners of cows, for each available incremental cow of own reproduction, which increased the main herd as of July 1 of this year compared to the existing number of cows as of January 1 of this year, in the amount of 30,000 hryvnias per head.
Criteria for recipients of support, compensation
  • In respect of which no bankruptcy proceedings have been opened and / or which have not been declared bankrupt, and / or which are not in the process of liquidation;
  • Who do not have on the 1st day of the month in which the decision is made to include in the registers or information on the calculation of the amount of partial reimbursement or subsidy, overdue for more than six months arrears of payments, control over which is entrusted to the State Tax Service;
  • The amount of state support provided during one budget year to an economic entity or agricultural producer and related persons may not exceed 10 thousand times the minimum wage set for January 1 of the year.
  • An economic entity or agricultural producer applying for state support in the areas of state support is obliged to submit together with the documents for receiving state support information about all related persons who are recipients of such state support during the budget year. , as well as changes to such related parties.
